Board of Directors

William B. Rudolf –
President & CEO Biloxi Marsh Lands Corporation
A director of Biloxi Marsh Lands Corporation (BLMC) since 1991 he was appointed President in March of 1995. He then became Chief Executive Officer of BLMC in March of 2001 and General Manager in September of 2002. Immediately prior to becoming General Manager of Biloxi Marsh Lands Corporation, he served as Vice President of Eckstein Marine Services, Inc. a southern regional inland marine transportation company from September of 1997 to September of 2002. He is a director of Lake Eugenie Land & Development, Inc. He serves on the board of managers of St. Tammany Land Co., LLC, Biloxi Marsh Lands 1 Royalty, LLC, Lake Eugenie, LLC and 50196, LLC. He is also a member of the board of directors of the Louisiana Land Owner’s Association.

John F. Bernard –
President Lake Eugenie Land & Development Inc.
Senior Vice President at Iberia Bank. He has been in the banking industry for over 25 years. He serves as the President of Lake Eugenie Land and Development, Inc. He has been a director of Biloxi Marsh Lands Corporation since 2003. He also serves on the Board of Managers of Biloxi Marsh Lands 1 Royalty, LLC, Lake Eugenie, LLC and 50196, LLC. He is also a member of the board of directors of the Mandeville Trailhead Foundation.

Matthew (“Matt”) J. Randazzo, III –
Partner Gordon, Arata, McCollam, Duplantis & Eagan, and L.L.P. A native of Donaldsonville, La. Before attending college Matt managed his family’s wholesale and retail gasoline distribution business which served several river parishes. In less than two and one-half years, Matt graduated Magna Cum Laude with a B.A. in Political Science (with a strong emphasis on government and business courses) in 1981 from Loyola University and obtained his Juris Doctor Degree Cum Laude from Tulane Law School in 1984. Over the last 22 years, Matt’s law practice has focused primarily on oil and gas, environmental, commercial matters and disputes, governmental relations, and business and strategic planning and advices. Matt has served as lead counsel in several complex multi-party oil and gas, environmental, and commercial litigation in state and federal courts and arbitration proceedings in Louisiana and Texas. From time-to-time, Matt has litigated in state and federal courts in other states and has litigated on behalf of his clients in all three levels of state and federal courts and has appeared on behalf of his clients before numerous parish/county, state, and federal agencies. Matt is a frequent speaker on oil and gas, environmental, governmental relations and business advices and strategic planning. Matt is a Fellow of the Loyola Institute of Politics. Matt served as Special Counsel to the Louisiana Stadium and Exposition District (the state agency responsible for the Superdome, the New Orleans Arena, the Alario Center and other state owned properties in and around the New Orleans Metropolitan Area) on construction contracts and disputes with contractors and architects. Matt is a trained mediator and serves as a mediator or arbitrator. Matt also advises the law firm and clients on computer and technology strategy and purchases. Matt’s volunteer activities include having served as a voluntary counselor to substance abusers and their families.

Daniel L. Dysart –
Partner Dysart & Tabary LLP, Law Firm
Member of St. Bernard Parish Citizens Recovery Committee
A Practicing attorney in the litigation field since 1980. He was elected as the first Chairman of the Saint Bernard Parish Council, after changing from the Police Jury form of government, and served for eight years. He was awarded the Alliance For Good Government's Legislator of the Year Award, The first awarded to a local legislator. He is a member of the St. Bernard Parish Citizens Recovery Committee and the Home Mortgage Authority.

Charles H. Reppel, Sr. –
Special Assistant to the St. Bernard Parish President Chief of Staff, St. Bernard Parish Government since January 2003. International Shipping for 50 years. Owner of CHR Marine Services Inc. with offices in West Palm Beach, Fl, Houston, TX and New Orleans, LA. Operation Manager, Port of St. Bernard for eight years. He is a member of World Trade Center, Traffic Club, and Propeller Club and formerly served as President Government oversight Committee for Crescent River Pilots Association.
